Well the droids outnumbered the clones hundred to one and focused on numbers. The Separatist deployed 1 million droids in the Battle of Geonosis with 4 million in reserve while the Kaminoan stated that they've only made 200 thousand clones ready during Attack Of The Clones, and the Separatists had millions of droids in other areas of the galaxy. In some lore, many Republic analysts wondered why the Separatists didn't just launch a full scale invasion because they had so many droids. They didn't know that Sidious never allowed Dooku to "win" the war. The Republic did eventually grow their army though.

Well if you think about episode 15, the chairman of Pantora is like the Republic. The political reason for The Clone Wars is that some systems think the Republic's corrupt and want to leave it for the Separatists. The Republic couldn't allow that because of economic reasons and because most of the manufacturing came from the outer-rim, which was the area where the Separatists had it's stronghold (and that's why they could make so many droids). Of course Palpatine manipulates them and Doku and his "generals" had another approach but without consent from the respective governments, there wouldn't be war.
