So the reason why there's so much beef with Canada is because the US invaded and conquered it after Canadian terrorists blew up part of the Alaskan pipeline while the US was at war with China after the Chinese launched an invasion of Alaska to seize some of the last sources of oil left in the fallout world and the terrorist attack gave the US an excuse to annex Canada to secure transportation of its troops to the Alaska frontlines but to also seize Canada's few remaining resources to exploit and the US military treated the Canadians extremely harshly as seen in the show where Steph and her mom are fleeing from an internment camp and in the intro to Fallout 1 where we see a propaganda film where American soldiers laugh as they execute a Canadian citizen on the streets on national TV

Prior to the invasion of Canada, the US had also invaded and conquered Mexico to secure its oil deposits after oil wells in the US had started drying up and regarding the president and the government, its not the whole government but rather a shadow government made up of the US's most powerful, rich, and influential members of society as well as the president and they're known as the Enclave which we see their logo pop up when steph activates Hanks pipboy while shes trapped
