Much muchhhh better, not even remotely close atp. They expanded a vaguely mentioned part of the book into a whole fucking tv series and connected it to not only the films but the book itself. You can see his plan in motion the moment he hugged her. That look he gave while licking his tongue. Also when you see pennywise's true form your Brain can't handle it and you're Fried. The people definitely did this on its own, but they also mentioned that IT secretes something in the towns water that amped up and heightened all the tension of the townspeople making them more hostile and aggressive than they normally would be so they can have that big bloody event everytime.

It happened with Henry in the book and the movie and with Beverly's husband but I think they only showed that in the book. Also IT really doesn't need fear to eat people. It just likes the flavor fear gives the flesh. There is a whole chapter in the book from pennywise's perspective where it says fear is akin to salting the meat. It's not a necessity or a requirement for IT, just taste.
