It has a 99.9% rate because they'll just get anyone, interrogate them until they are mentally broken and admit to a crime they didn't do and if that still doesn't work, tamper with evidence (or omit) to have them convicted. It's literally impossible to get such a high conviction rate and it's well known the police does the bare minimum over there, they avoid anything that is too much work. Honestly it's not even that. I been watching them for a long time and the last couple of months Lupa has been noticeably off and it is actually distracting/annoying. Like he is super slow to register things/doesn't even seem to be paying attention and just throws out random jokes. I think it wouldn't be as big of a deal if Sheera wasn't like the exact opposite. I know some people meme Sheera for overanalyzing at times but I respect how she's always locked in to the plot trying to figure out subtext and implications. Personally I have no problem with Lupa's "slump" but I can see how if you're a newer sub it's probably annoying.
