It was quite painful to see you guys try to interpret what is going on so let me summarize what happened: The people (of the country they were attacking aka USSR) were attacking Germany's supply trucks and poisoning wells and making it very difficult for Tanya's people (Germany) to continue the war with USSR. They found out the USSR's own people hate communism too, that they were fighting to try to protect their own country, even though they hated their own government. The speech at the end was to make USSR's people their "friend," so they would stop with the guerilla warfare. Their own people hated their own communist government, so Tanya let the military controlled areas be ruled by its own people, so Tanya aren't seen as enemies "occupying" the land.
