Vera's brother was just pretending to want to get him out. He didn't think Elliot would actually succeed. He started getting erratic and nervous only when it seemed like Elliot, miraculously, was about to pull it off. Elliot was also lying about Vera having protection in jail and he lied specifically because he realized Vera knew about his brother's plan to kill him.

Insane bluff by Elliot. If you got me at the river with the barrel pointed at the back of my head, I would not be able to lie that convincingly. Also, I think Lupa is right. The moment Elliot told Vera that he hacked Isaac’s and had everything,I think he knew what’s up. He was the one that told him to use social media and when Isaac left the other guys side after the inmate meeting, that dude probably called Vera to tell him what was happening. What’s strange though is Vera not seeking retribution after Elliot threatened his money. Though, he knows that everything will crash if Elliot dies or that Shayla’s dead so there not much he can do but accept it. Vera is an unusually smart menacing methhead.

Vera's brother didn't know Elliot was the main character, which was the problem lol. Normal plan, he fails to break him out of prison cuz who tf can do that??, he gets killed, then he kills his brother in prison. Over the course of the day he realizes Elliot is not normal. He is dedicated to a fault, so similar to Vera he tries to kill him. This is the point in which the show separates itself for me, Vera should've been a dumb drug lord, Elliot should run circles around him but it proves both us and Elliot wrong. & Elliot, similar to Tyrell looked down on people like Vera, he thought less of him, they both got proven wrong in that aspect also.
