My first thought was that The Algorithm may have very limited processing capabilities and is shared among the Silos, though it could very quickly pause what it is doing and respond to Camille. I'm suspecting it may be the Congressman's head/brain hooked up to a machine, like in Fallout S2

They don't forget altogether. They'll forget tiny details about the past that won't be mentioned very often until nobody can dredge up the memory. The work they do will be happening everyday and they will be touching the things they work with everyday so there's no opportunity for them to forget.
