Remember from season one when they smashed Juliette's mom's rudimentary microscope? They also mentioned that lifts/any mechanical assistance between levels was also forbidden by the Pact. The secret device they found is the elevator they arrived in. In the first episode this season, they mentioned briefly that the pulley-lifts were technically against the Pact, but they were being allowed temporarily because of the Gap.

I think the schematic was for the elevator that they used to get from supply to the mines. Elevators are banned by The Pact, so it would get someone sent to clean for making or even possibly drawing one. I think the light bulbs could be used to light the shaft for the elevator and the various secret tunnels all around the silo. Of course this is just my hypothesis.

Yeah.. i think so as well because when Billings was taking to his wife he said “the lift-thing and the lightbulbs”, which affirms they don’t understand the concept of an elevator. An elevator, in the Silo that can take you days to get through 50-100 levels via stairs, becomes a huge advantage. They also hinted at being confused on how Glenda moved between a large amount of levels so quickly. Remember as well that so many concepts are incomprehensible to an extend. Like the concept of swimming in the first season. So Knox’s dad being an incredible engineer coming up with the concept of an elevator for more efficient mobility would be damn near Einstein level of inventions.

no, remember they had one large pipe feed each individual silo, so each silo has its own pipe they can cap. They wouldn't be able to cap the main pipe unless they were actually at Silo 1

Yeah I think while the lift is obviously important, I think more important is what they're doing with those bulbs. I think the lift was specifically built so they could move a lot of those bulbs at the same time without anyone noticing. I'm almost certain they're digging through to another Silo. They've made mention of that being illegal multiple times in the show, and have mentioned how that would be one of the things they would kill the silos for. But which Silo?? Of course we know of Silo 17, but is there a chance we're actually digging to the Silo on the other side? And if it is Silo 17, it's almost entirely flooded. What happens if they breach a hole between these two places? Does the newly built mine just turn into a drainpipe for Silo 17? The mines being submerged in water would be hell.

If you could end homelessness with a $1 trillion, we would have done so already with the amount of money we spent towards it. There are many different forms of cancer, $1 trillion might inch us closer to resolving a handful. Like, I can't stand when they include nonsense like this, we're waiting not just on the money to solve problems but likely the right person born to solve the problem that has the right thought to solve the issue that many have been struggling with, the right tech etc etc.

70 years worth of an entire silo of lightbulbs are still missing and even if these are the longest lasting bulbs ever, that’s still thousands upon thousands of bulbs and you don’t even need lights for an elevator shaft so idk if I buy him drawing a schematic for an elevator and that’s it, it has to be another machine or something

It would take way way less than $1 trillion, the reason it has not been resolved, at least in the US, is simply because it is not profitable. It's no different to why millions starve to death every year despite there being enough food produced every year to feed over 10 billion people, it's simply not profitable to feed these people so they do not get fed. Unsold food will often be destroyed or thrown away rather than given away, because it's better for the bottom line to just destroy the food. You don't need new technology or the "right" person to solve these issues, whatever that even means, those are just excuses.
