I am a manga reader. This is not a spoiler because it has never been confirmed, at least till the current latest chapter, but I think she will not become a new girlfriend. The reason is that each gf has a unique characteristic (tsundere, shy, smart, M, etc.) Compared to them, this ramen shop owner seems kinda bland. Another important reason is that there is always an episode where Rentaro introduces his new gf to the whole group, so the fact that they all met her beforehand contradicts this a little bit. Of course, there are exceptions if they know each other beforehand like Kurumi and Momiji, Kusuri and her granny, Hakari and her mom, and Kishika and Kusuri in this episode. In short, she may or may not become a new gf, but it is unlikely, unless the author dedicate chapters where Rentaro interact with her alone and give more information about her.
