An early plan for this part involved Fugo staying with everyone, while secretly being a traitor loyal to Diavolo. Rumor is Cioccolata is basically a replacement of that with how similar their stand abilities are, but Araki has never confirmed or denied it either way.

Wasn't it like Araki decided against that because he had a hard time at that point and suffered from depression and private stuff so he couldn't bring it to heart to let fugo fight against them and then let him get killed by his former mates? I'm not sure either, just read it somewhere once.
