The other name Lupa was thinking of for Roy (Red Arrow) came way later in comics than the Red Arrow name. It was when he completely became an independent hero

Young Justice and Spectacular Spiderman were created by the same person so they added this "DC Spiderman" with the same voice actor as Spiderman in that show as a nod to that.

Wasnt star labs where they kept amazo? Black Spider is the character, he quips his opponents similar to spiderman except he does dark humor about death while he kills you slowly. He is voiced by the VA of spectacular spiderman.
