Ok, I have a theory. The broccoli is amassing the spiritual energy of either just the people who come to see it or just everyone in the whole city, and is manifesting spirits based on their thoughts. So our yokai hunter, in his hunt for the hundred strong yokai army, made it appear. Following this train of thought, the final boss of this season is probably gonna be some the Psycho Helmet cult manages to manifest with their collective thoughts.
