This story happens when political marriages where still a big thing, so many of the concubines are not necessarily there because they want, but they are a bit lucky since the current emperor isn't a bad guy (haven't read the full manga so it isnt 100% sure, but from what i saw he is pretty good dude, still the emperor tho), so while they don't really love the emperor, it isn't that bad. About the servant girls, they often got "sold" by their families cause they had not enough money to care for them and working for the emperor isn't bad, it is a stable job with stable income for both the family and the girl and if they work in the rear palace they don't even have to be worried about getting assaulted. However some abuse this and kidnap girls and act as their family to sell them to the palace to get money, but at least once the 2 years or so are over the girls leave with money and can return to their families.
