Like they already said, since it was the first district gate that opened and Lust wasn't there at that time, it couldn't have been her. And it looks like it might have been someone else that wasn't a part of the Witch Cult that did it, as it was used to seemingly help everyone escape. What Al said, meant that the Witch Cult didn't care what they would do, even if it was opening the water gate. Because they never thought they'd lose in the first place. We still don't know who did it, but it must have been someone from our side. It goes to show the amount of respect and faith everyone has in Subaru, especially when he has gone through and done so much, especially after so many years of nobody else being able to do these things. Nobody had defeated any of the Archbishops or Great Mabeasts. Yet Subaru was able to. What Al means here is that now that Subaru has people he trusts and they trust him, when he loses, it will affect everyone not just him, so he should instead try and just focus on saving Emilia. But that's how it has always been from the start. He's always wanted to save everyone, otherwise he wouldn't have gone to such lengths to save the villagers, Rem or Beatrice. He has always been the hero, he just didn't see it himself. There was no one else more suited to make that speech than him. I love how in season 1 there was the title of "The Self-Proclaimed Knight and the Greatest of Knights" referring to Subaru and Julius and now there was "The Newest of Heroes and the Most Ancient of Heroes" referring to Subaru and Reinhard. Goes to show how far Subaru has come.

About the opening of the floodgate, out of all the characters, there isn't many who could have done that. Most of the squad have been fighting near the Town Hall, Anastasia was at Kiritaka's place, Priscilla was visiting shelters with Liliana... Honestly, out of all the characters we know, only Al could have done that. Before he talked to Emilia through the metia, he was fighting the cultists in a building that might as well have been the water tower. Paired with the general mystery surrounding him, like his apparent knowledge about the witch cult, his strange comment about Typhon in episode 4, the fact how he said he would be looking for Priscilla, and then went off to do completely something else... My money is on him. And considering that, as well as his strangely personal and mentor-like conversation with Subaru this episode, I feel like he has a much larger role in the story than we might think.

I gotta say, that speech is the highlight of the season for me. Every time I hear it, I tear up. It's so awesome to see Subaru go from losing all hope and wanting to give up to reawakening the hope in hearts of thousands. He's come such a long way. I've seen quite a few people complain that there hasn't been much character development this season. But that's simply not true. It's the first time we can see Subaru conquer the problems at full strength. He's managed to learn how to deal with the responsibility his power brings, value his life, depend on others... And now, surrounded by the people who love and respect him, he's stronger than ever! We can finally see the payoff for all the suffering he endured the last 2 seasons. It's essentially another turning point in the story. Even back then, after the defeat of the White Whale and the Archbishop of Sloth, the rumours of Natsuki Subaru have started spreading, but now, with that speech, he cemented his name in the history of the kingdom. This is where Subaru truly, and undisputedly becomes a hero.

OMG!! I did feel something is off about Al!! it crossed my mind that it might have been him. so until the end of this season it hasn't been revealed who did it yet? 😲

This speech is the best in the series to date. And it ends the 5 or so episodes of plateau in story telling. It's definitely still a great series during those 5, its just, they are disjointed and all set up. But now with all the set up done, its back to the races at full speed. Al was always an interesting character and this episode was really important for his interactions with everyone. He's as much a wild card as Otto is. Also, oh hey, its Otto!

I think his personality feels a lot like Subaru in many ways, though he is also different when it comes to essential matters.
