The cyberpunk world is run by the corporations rather than a central government and they are not going to ban what makes them money there is a thing you can read in the game that points out how some people can go phyco after one or two implants but the corporations do everything they can to keep it secret and try to have it dismissed as a conspiracy theory

So Trauma Team are not exactly cops. It's a subscription service you sign up for that if anything bad happens to you (which is always a possibility in Night City), they basically send a flying ambulance and a team of armed personal to your location to come pick you up immediately (a few minutes). There job is to get in, kill whatever they have to to rescue the client, and get them into the ambulance. Of course, this kind of emergency service is VERY expensive, with only the rich able to afford it (thus why David's mom got ignored, since she's not a client).

Yeah eventually the more you use a medication the less effective it becomes overtime. Eventually if you don't tailor the implants down to a controllable level one day psychosis will come for them. The idea of getting so used to a certain level of performance itself is addicting enough for people to keep going for more performance. It must scare people to think about what they will lose if they downgrade, if they will lose all they worked for in Night City. It's truly a terrifying universe.
