He literally just misunderstood when York was talking about Ssnake not listening to orders from other vegapunks that York was TELLING Ssnake to NOT listen to orders from others He was just as scatter brained as usual and while not reading what was on the screen properly he ended up with the right answer for all the wrong reasons Although he realised his mistake 5 seconds after when York got stoned
