One more beta: Beta 11. The last available pre-release was beta 8.

• Fixed an issue where hostile actors, such as bandits and forsworn, would report the player for violations - doesn't really make sense, does it?

• Fixed an issue where the player may be flagged for Travel Violation if an interior cell lacks a LocationCenterMarker locRefType.

• Increased loc change marker safety minimum update distance from 100 to 1000.

I don't anticipate any hard issues with this RC, hence why it is still an RC. I have my fingers crossed that this will be one that I'll release. Due to the changes made, I'm pushing the deadline to Saturday, October 26 - 1.19.1 will be released any time between now and then.
