Every 25 years they do something different. For this is what victors go back to compete. Usually the rules for the quarterquell are made at the beginning of when the games were created, but I think their is a deleted scene of Plutarch changing the rules for this game so they could start the revolution.The first quarterquell (25th game) had the people from each district vote for who they wanted to be in the games. And the 2nd quarterquell (50th games) was 2 boys and 2 girl so instead of 24 there was 48 kids. That is the one that Haymitch won. Also during the scene where you saw creepy people in the background while Haymitch was talking about having allies. The people in the background are called a Avox. The were punished by the capital for treason or rebellion so their rungs were removed and they are forced to be servant of the capital. Also Gale and Katniss were never really together they were just friends. The Kidd we saw this movie was their first one and Katnis even asked “why did you do that” so I don’t think Katniss is cheating on Gale because she is just trying to survive why Gale is pushing a relationship that she isn’t looking for. While with people she is just naturally falling for him with time.
