The "perps" Tilly goes after aren't really even criminals at all, but because they're sick they represent a self-propelled threat that has to be contained for the good of all. She offers Arthur several chances to give himself up, but the job's the job. He's being offered a very binary choice. Arthur's protest and decision to run is meant to emphasize the poor state (or perceived state) of what's left of London's emergency healthcare system."Pest houses" were something I discovered during my research on historical bubonic plague. They were buildings used to quarantine (often forcibly) patients that were ill with contagious illnesses such as tuberculosis, cholera, smallpox, typhus, and of course, plague. Firearms are an interest of mine, and to that end I've paid particular detail to them. Tilly's sidearm is a semi-fictional pistol called the Webley MkVII. The Webley revolver series up until MkVI were manufactured and used by the British from 1887 to 1963 and were chambered predominantly in the .455 Webley cartridge. There was never a seventh version historically built, except in 2016 a British company used the original drawings to create one that was chambered in the .357 magnum cartridge. That cartridge began production in 1935 which puts it just within the timeline of the comic, so I felt that it would be a plausible inclusion. http://andersonwheeler.co.uk/the-gun-room/revolver/
