I really like combining the briefing with the montage of what happens next. This might be one of my favourite forms of show AND tell. You get to show a lot of images and scenes in different locations that are still connected and it's just a great way to get a lot out of a little. There's some small details I'd like to highlight in the first page of this two-page sequence. The officer with the labeled respirator is directly referencing a photograph from the 1918 Spanish Flu epidemic where mask-wearing became commonplace in London. The more things change, the more they stay exactly the same. The background scene of officers haranguing a homeless person while a concerned onlooker frets is a little microcosm of the greater tragedy unfolding in the story. There's a little barbed wire barricade just visible in panel three, a callback to Tilly's monologue about the perimeter of town, or at least the means that the police use to control movement. Finally, the disgruntled evacuee spitting on the officer scolding him neatly captures Gill's narrative. While this operation isn't meant to be a violent siezure of persons, not everyone will be happy or compliant about it.
