My suspicion is that the seal has a fail safe. From one side, you need a selfless hero with a key who is willing to be trapped. From the other side you just need random fiends to destroy the building so they can't have that hero moment. So maybe the barrier goes up if someone... tries to blow up the building. As for the Saint of Gunpowder, I feel that protag-kun trusts her because his master told him that it was technologically impossible to use firearms like she does. So new tech, new Saint. (And she's literally a new type of human.)
