It´s a paper row decoration - like a pappersrad jul from Sweden 😊

So you just have to cut out both parts, glue them together on the part that says "glue" and fold them like an accordion so that they can stand.

You can also use only one of the parts to cut and fold if you want the decoration to be shorter!
