I work in city planning and unfortunately the noise for all major construction has already been evaluated prior to even receiving a permit. Most cities have allotted times of the day for construction that allow for louder construction noises, even in residential areas. Since the crane beeping is likely a safety precaution, unless it goes off after the allotted daytime construction period (usually after 7 pm on weekdays), there isn’t much to be done to stop it. I bet LACMA is still open, so the good news is that the construction period will likely be brief.
