I think Mikoto meets last order two times but only one time in the anime.

One info about the level six shift project is that the experiment was doomed to fail from the begining, according to aleister plan to dispatch the Sisters around the world. Accelerator could never become a level six after killing all the Sisters.

Fun fact: The coffee that accelerator is getting at the beginning is Touma's favorite brand of coffee too

And summer break isn't that long in Academy city since they use a Japanese Trimester Schooling strategy, starting from July 20 (the day Touma meets Index) and going until August 31st (the day all three stories of the this arc occur)

Yay Last Order! If you recall, the original Level 6 Shift plan was to create Level 5 clones. It was hypothesized that Accelerator could climb to Level 6 after just a few fights to the death against Misaka. So yeah, the real answer to making Accelerator stronger is fighting strong foes, like Touma. Accelerator's raw power is already insane, but as you pointed out, he lacks the sort of breadth of ability that Railgun has. Meltdowner also claimed the reason she was number 4 while Railgun was number three was because of Misaka's versatility. In other news, hello Dr. "I wish we could have flexed the hubris of Man by turning you into a god in a way that didn't kill anyone, but we couldn't so we decided to just go ahead and make you murder tens of thousands of adolescent girls anyway. If you think about it I'm the good guy here!" Yeeeaahh, Accelerator is one thing, but I ain't forgiving you so fast just because you claim to feel a little bad now.
