The random number dude is kind of right in an oblique way. What he's talking about is known as a "seed" in random number generators which is often just a number used to generate random distributions. In statistics it's kind of a whole thing that we cannot generate 'actually' random numbers since you need some sort of algorithm to make these numbers; they will never be truly random.
