I think the reason LaGuerta wanted to go into The Bay Harbour Butcher case again, even though she is usually the one saying they should leave closed cases alone, is because Doakss meant something to her. It's different when it's important to her.

LaGuerta was good friends of Doakes, remember when she was getting every to sign a card after his passing? She never accepted he was the butcher. For me, the biggest question that Debra doesn't ask that needs to be asked, is if Dexter killed Doakes. Debra now knows he wasn't the butcher. But he had the blood slides in his car, which means it doesn't take any leaps to figure out that Doakes was about to catch Dexter. So Debra should think that Dexter killed Doakes. But she hasn't asked about it.
