Would you believe me if I said that people felt Hughes death was even more tragic in the 03 season?~ At the very least: Unlike you crashing out over Marco, Garp, and the others in One Piece, no-ones going to fight you for crashing out over the people that killed Hughes. You hate Tucker for what he did to Nina, you hate this moment too. That's basically how things work over here~

Also, you may not have connected it, but when Mustang said "it's a terrible day for rain", he meant it symbolically. Keep in mind, Mustang is unable to use his Flame Alchemy in high humidity, so when he says it during Hughes' funeral, it means that he feels powerless, like when it's raining and he can't use his flames. And it is indeed a bad day for that kind of helplessness, because he knew the situation was dire, he knew Hughes died because he uncovered something dangerous and urgent.
