Luffy learned about his father in Water 7 when Garp told him about it. Before that, he was convinced that he only family he had was Garp.

About the Garp telling Luffy about his father, you r mixing two events! At the end of Enies Lobby arc, Garp told luffy for the first time that Dragon was his father. Luffy didnt know the name Dragon but every strawhats member who heard it got shooked. Even bashing luffy for not knowing. Then, Luffy asked Robin who Dragon is. Then she explains 2nd event In Impeldown, when Ivankov finally reveal his allegience to a "certain man" , he said that man name was Dragon to which Luffy reply : Ah you mean my dad! Then Ivankov proceed to continue his speech without realizing what luffy just said. Which then lead to a funny moment when he finally realised.
