Season 6* and you might aswell just not try to understand toga logically cuz she's a 16yo teenager. She's the only one in the league surprised by the heroes killing twice, the others knew why hawks did it

Hmmmm... maybe I'm overthinking things, but feel like this is actually more about Togas upbringing then just the fact that she's 16. Remember from her backstory: Togas entire thing is that because of her quirk, she conflates love with violence. She gets a crush on a classmate, she finds an animal that she thinks is cute; her innate instinct is to just rip its throat open and start ingesting its blood. Her age might be a factor, but I feel like the bigger point is that she's never been properly explained about this idea of killing things and what it means. She's only ever just had hundreds to thousands of people just yelling and screaming at her "You can't do this! You killed them! How could you!" whenever she does something that to her is perfectly normal. I don't get the feeling she's playing the victim here; I truly think she truly does not understand the difference between what she does and what the heroes are doing, and she's trying to make sense of things that she's never properly been taught. She's basically doing the whole 'Dr. Strange and Wanda meme' and saying "You kill the people I love and you considered a hero, I kill the people I love and I'm branded a monster; That doesn't seem fair" (Though this time, it actually makes a bit more sense then it did in that movie XD)
