Doflamingo the goat, bro said it best the world doesn’t know what to do with him. Navy can’t touch him regardless if he a warlord or not and even the celestials can’t

They will explain the whole toy devil fruit eventually, but you’re already piecing it together about how this one is utterly bonkers as an ability. Like: the ability to force someone to obey the orders you give them is broken. The ability to erase someones existence from the minds of anyone that ever knew them is also broken. One fruit being able to do both at the same time is insane, and its crazy that the arc that introduced the literal most useless fruit of “I can let someone wear me as a onesie” also introduced a fruit that is arguably still Top 10 brokenly powerful in the entire show.

I don't know where the fuck you got the information that Garp has anything to do with Celestial Dragons, so I'm just gonna say this once: Garp. Is. Not. An. Admiral. He. Does. Not. Answer. To. The. Celestial. Dragons. That's literally the main reason he chose not to become an admiral, because he didn't want to answer to the nobles.

So basically if you really want to know this is how the fruit works Toy Transformation: Anyone touched by the user instantly becomes a toy, losing all their original natural abilities.Memory Erasure: Everyone in the world immediately forgets the existence of the person who was turned into a toy.Binding Contract: The user can force the toys into an unbreakable, obedient contract, making them work for the user forever.

If you think about it, Luffy is also a pirate that randomly sweeps in and suddenly saves the country. Most people in Alabasta had no idea they were even there when they suddenly stopped crocodile and ended the war. So people deciding to support the random pirate that seems to be trying to help them is not too strange if seen from Luffy's perspective
