I wouldn't say Doffy isn't a real pirate. True, he became one out of ego and to achieve a specific goal, but that applies to every pirate. If he can't see the changes in Bellamy, it's mostly because he's an asshole—plain and simple. Crocodile and Blackbeard are pirates too, and they're capable of killing underlings they don't care about. At least Doffy genuinely loves his "Family." And yeah... the final act of the arc is extremely long. Especially in the anime. That’s the arc's only major flaw, in my opinion. As for Sabo—why doesn't he help Luffy? Some might tell you it's because that wasn't the mission Dragon gave him. Which is true. BUT we know the real reason... It's because Sabo would absolutely wreck Doffy. That's actually why Fujitora doesn't step in, either. Oda is keeping them on the sidelines so Luffy and Law can handle Doffy themselves.

Also am i misremembering or did the anime also reorder these fights and in the manga they much more cohesive?

nah, don't listen to people talking about what fijutora is thinking right now, if they come anywhere close to things it risks spoilers. I don't think he cares how he came into the marines, but I'll let the show get to his motives eventually, I'll elaborate further at that point if needed. But feel free to feel what you want to feel about him right now, it's still valid
