Honestly, Mannion means well — he's just out of sync with the political climate. Indeed, I think that's one of the core features of the tonal shift: how meaning well is just not how politics work (any more, if ever) in the environment depicted in this series. As you noted the last episode, even Malcolm means well…ish… just in his very specific and caustic way, to the extent that you have to look very hard to notice. Without being too spoilery about it, it's a theme and cynic viewpoint that this and future episodes will come back to on a number of occasions and in many different ways.

I genuinely think Peter Mannion is up there with Malcom as joint funniest. His meltdown rants are incredible.

Yes and Ho!

Two minutes in, talking about how people meant well last season like Glenn didn't get his nose broken by Malcolm.

This is one episode that lives rent-free in my head between the ridiculous retreat, playground phone signal, Glenn mentally breaking, Stuart's collapse, and Peter's lack of enthusiasm with the metaphorical ride he's been taken on, this episode is such a great turning point in the series.

100%. Mannion is a Conservative and he backs Conservative policies, but he at least HAS some political positions he believes in and he's actually a competent politician when he's allowed to be himself. Look at how he deals with the journalists when he arrives back - pretty much perfectly. But of course he's in a new era where policy is far less important than spin and he's micromanaged by someone like Stewart.

You must try green wing after this

Yeah, it shows up pretty much every time he goes against Stewart. Even going as far back as the Opposition Extra episode in the between-season, when they rolled him out on radio against his will, and then Stewart desperately tried to pull him back in as he started engaging in unscripted politics rather than the spin against the PM that he was meant to do. The radio episode in series 3 is a similar case. Or just the episode when he refused to use Nicola's home life as an attack vector, because that's just ugly politics, but ended up being sabotaged *from both sides* as both Malcolm and Stewart were salivating over the spin opportunities.
