The reason rumple couldnt cast the curse was because it required the heart of the person they loved most.

I think Regina had to cast it because in order for Rumple to do it, it requires him to sacrifice the thing he loves most which is his son. So he needed someone else to do it

Rumple couldn't cast the curse himself because he has to kill the one he loves the most (his son) but the goal is to find him and he thought Belle was dead (and I doubt he would have killed her anyway).
