Indeed the public pressure did happen and is why there is a nod in Road to the Top with Opera and Oguri eating together, they made the Oguri Cap Rule in 1992 that allows missed registrations into the Classics with paying a hefty fee and Opera's owner paid the amount to let Opera race in the Classics and the first horse to win a classic race using the rule.
