The ban on smoking tobacco indoors in NL has very funny consequences for the coffee shops that sell weed - technically you can't smoke tobacco in there. So on paper your options are pure weed joints or mixing weed with non-tobacco herb blends as mentioned in the exemption to the indoor smoking rules you guys found. Unsure whether this non-tobacco herb exemption was made specifically for coffee shops or it's a happy coincidence, but can confirm you're not allowed to smoke weed indoors anywhere except a licenced coffee shop.
