I didn't realise it was so fraught a process! I certainly didn't realise that there's no central database give that the CRT have so much throw to do as they please!

Well the licensing database is entirely separate from ownership; the CRT operate under laws that state what they can do with unlicensed craft; ownership doesn't really come into it (other than that the owner should make sure their craft is licenced!)
