Just some information pertinent to this episode from an SBS: A fan asked Oda why Viola and Doflamingo called each other "Violet" and "Doffy" and what she was thinking during that moment in Episode 731, and Oda answered with - "Hm, she was dashing against the enemy. There is a deep secret setting I can't tell you about though. I informed the supervisor about it, but since it is a pretty adult part of the story it remains hidden in the shonen manga which One Piece is. To all adults, please try to imagine yourselves. Dressrosa is truly a passionate country!!"

The only "filler" is actually showing it, the Marines showing up and telling any who can't use Haki to go to the factory is 100% in the manga

Where does it say that regular marines can use Haki? Haki is only used from the rank of Vice Admiral upwards.

No it's not limited to vice admirals and upwards. After marineford the doctor tells Koby that vice admirals & up use it, but at no point is it ever stated that it's limited to them. Raleigh has mentioned anyone can learn arms or observation if they train it (usually with a predilection only for one of the two, both is less common). There's also people like Aisa , the girl from skypeia, who seemingly just had crazy observation haki from birth.
