Is Russia low on Ammo?

There are various claims and indicators that the Russian Armed Forces particularly the the Russian Air Force is having issues with ammunition supply, especially precision-guided munitions (PGMs). Generally, an ammunition problem is nothing new in terms of modern conflicts they happened in various conflicts, particularly in the First World War with artillery shells and when it comes to PGMs the NATO intervention in Libya in 2011 had similar issues as well. There were also problems in the Second World War. I'd wager Russia is not low on ammo, they are probably holding on to the bulk of the high tech stuff in case they have to deal with NATO. I read somewhere that one of their battle doctrines is to send in the low grade stuff and personnel to start, to wear down the enemy, then bring in the higher quality items to finish up (or, that's how it is supposed to work...). _ It looked like they were preparing to roll over Moldova also, perhaps they are gambling that the U.S. "leadership" will do nothing. They have to have some kind of contingency plan besides threatening to nuke everyone if they don't get their way. I cannot imagine them needing resources for ammo, as they own almost 1/8 of the Earth's land mass.

Just one thought, couldn't logistic issues lead to ammo shortage, too? I mean maybe the Russian logistic group has decided not to transport expensive ammunition through contested areas. Based on a video that the Östereichiche Heer posted on logistic(in nice Austrian German 😉) , I think this could be an alternative explanation.

hard to tell really, the issue is they are risking high-tech aircraft right now that drop "dumb bombs", if they would only use old ones that would fit the low-grade explanation better. Also plenty of good equipment was lost as well, e.g., the Msta self-propelled howitzers etc. I looked specifically for this, because I also thought the "low grade stuff" thesis could make sense, but from my limited knowledge I have seen a bit too much "good stuff" destroyed as well, which means there is likely more out there that is actually deployed.

That would be a different ammo problem, namely a tactical/operational one, in the video I talk about a "strategic" or general shortage. That would make sense for regular ground troops, but not for precision-guided munitions, since those are used from Russian air fields not occupied ones.
