Vhagar was Laena's dragon, not their "family's". Before that, it was Daemon and Viserys' dad's dragon. You can't steal a dragon. Whoever claims the dragon gets it. First come first serve and Aemond beat them to it fair and square.

Dragon bonding is kind of a hit-or-miss deal. You choose the dragon, but the dragon also has to choose you as well. For instance, before Daemon bonded with Caraxes, he first tried to bond with Meleys (Princess Rhaeny's dragon), but she wouldn't accept him, but accepted Rhaenys when she attempted. He then tried with Caraxes, who accepted him immediately. That's why Aemond and Rhaena have gone years without claiming a dragon; if the other riderless dragons don't choose to accept them as their riders, there's not much anybody can do. You can't really steal a dragon because the dragon has just as much say in it as the rider. Odds are Vhagar probably wouldn't have accepted Rhaena. The only thing Aemond did wrong with that situation is that as a courtesy, he didn't give Rhaena an opportunity to try and bond with Vhagar first.
