Freddy is well known for his smug demeanor and cruelty, he is highly apathetic, selfish, impulsive, and sometimes violent, and while that makes him a terrible person, as a leader he has continued to impulse Exicom as the most prolific and powerful kingdom of Arcadia. Freddy has colonized at least one state of every kingdom, always having a strategic point to pressure other kingdoms to slowly accept his ridiculous demands.

Frederick ascended to the throne at a young age (probably 16-18)  when his father, the previous king, "mysteriously" died during the conflict with the Durashonian Republic, and I say mysteriously cuz his death made little sense at the time. He was said to have died in the heat of battle when the Durashonian army ambushed him, but the king was heavily guarded and he also was a tremendous fighter, he wouldn't have fallen so easily. It is highly speculated that the king was betrayed by someone with the power to order his guards to leave him vulnerable, the rumors point to the queen herself and Frederick. It was believed that the queen and his son thought the war was a waste of resources and men, and that there were more effective ways to gain control of Durashonia, but the king was obstinate and prideful so he couldn't let the Duranoian rebellion go unpunished since it would make Exicom look weak.  Freddy's father was even worse than him and treated everyone poorly including him and his mother, the queen couldn't stand the man anymore so she planned everything for his son's ascension to the throne, at least Freddy as her son, would be easier to control, the queen thought.

Freddy didn't have a normal childhood so he does act like a man-child pretty often,  his needs were always covered by his servants and his mother so he never had a reason to change his attitude or "grow up".

After Durashonia became independent as the fourth kingdom, Freddy was obsessed with gaining it back and annexing it to Exicom, so he planned a way to get rid of the rulers of Durashonia while their government was still new and unstable, if the rulers died, taking the kingdom back would be easier. There was one problem, Kin, the prince of Durashonia survived his schemes, and after the death of his parents he quickly was positioned as King which annoyed Freddy but he also saw it as an opportunity, Frederick thought that if he got close to Kin while he was still vulnerable he could take advantage of him and eventually gain control over Durashonia through other ways, therefore he approached Kin as a "Mentor" offering his aid and knowledge in Kin's development as a king and so he started to position his counselors around the young king and inside the government under the excuse of international support from the Exicom government to the ruler of Durashonia. Kin felt supported and started to appreciate Freddy a lot, unaware that this is what Freddy wanted, the more at ease and trust he felt towards Freddy, the more Kin would let him get involved in Durashonian Affairs.

Soon enough Freddy would lose his patience and Kin would start to see the person his "friend" really was. Their relationship became complicated and Kin started to feel trapped by Freddy's demands and threats....

Something about his concept art feels familiar, as if I had seen this person before. Any particular people Freddy is inspired by?

Hmmm not really, I can't really think of specific references, I just kept looking at a mix of medieval and also more modern king western attires and a bit of industrial revolution type of look for his facial hair if it makes sense
