This version of Anabel is still pretty young thankfully so her crushing on Ash is fine lol. The anime timeline is different from the games and we haven't really seen Anabel since this episode in the anime so I can say this. The current Anabel I know from the games is meant to be in her early 20s, and Ruby & Sapphire take place about 7 years ago so... she's like 13 when she was in the battle frontier maybe, so not too far off from Ash, the dub keeps stating he's 10... but that's not really said outside the first episode in sub, he is older now and a bit more mature. I feel like I'm being pedantic now lol, but you get what I mean, regardless Ash is clueless when it comes to love but does better than Brock (Brock would also love current Anabel if they ever let her show back up).

Other than that one girl back in season 1 that he wanted to violate his rights, Brock doesn't go for girls younger than him.

To answer your question about why Brock doesn't hit on Anabel, my best guess is that he isn't into flat chested women. His loss. More for me 😆
