It's not that suspicious. He's paying the two earthbenders to bring his daughter back safe and sound, because he thinks Aang kidnapped her. Toph ran away on her own, of course.

Bit of trivia: Toph was originally going to be the earthbender in the show's intro (where you can now recognize Pakku, Azula, and Aang). When they decided on the awesome version of her we see here, the original design was used for another character seen briefly later on (although the Boulder is pretty close, too).

and here she finally is, one of Avatar's greatest characters, next Iroh and Azula, it's funny to think she only makes her first appearance near halfway though the show.

To be more precise, the reason was that one of the designers made a joke about making the character a little girl and others really REALLY liked it. Which is great as Toph is awesome.

Like Kyle said. The dad was rather convinced that Toth would listen to him, so when she disapeared he was sure that is was the avatar team who had kidnapped her. As they needed an earthbender and was adamant about it being her

The father did not plan a devious plan out, Toph simply ran off and he put the picture together kinda warped since he can't look at his daughter as anything else but a innocent little girl

Toph lied about her dad changing his mind so that they would let her come with them. She basically ran away so the dad thought that Aang kidnapped her to force her to teach earth bending.

Toph's bending is unique in that it is based on Chu Gar Southern Praying Mantis instead of Hung Gar. This style, also "external", emphasizes more close-range attacks from the upper body, keeping the feet firmly on the ground or very close to it.

That was specifically the nature of my question: Was her dad the caring, protective type he seemed or was it a case of sinister ulterior motives, as we’ve seen from anime parents in the past.
