I know a lot of people get frustrated with Devon in this episode and that her calling Harmony is out of character. But I think it just shows how much she loves her brother. She’s in this situation where she finds out he’s trying to reintegrate with this random woman (to her) and it looks like it may be killing him. She finds out he’s doing it because Gemma, someone she loved, is actually alive. I think she doesn’t see the reintegration as an option any longer and she’s desperate to help her brother and Gemma. So what’s the only option she can think of. She knows Harmony was fired from Lumon, so she’s probably upset with them, and that Harmony feels connected to Mark for some reason, as evidenced by the Mrs. Selvig shenanigans. So I think she takes a chance and calls her because she doesn’t see any other choice. But I get why people thought that was weird; I did too at first until I reflected on it some more.

Not sure if it's relevant but I noticed that at end of the blood donor sequence where Mark and Gemma met for the first time, that the camera briefly showed the Lumon water drop symbol on the equipment being used. This appears to be the first time Mark, Gemma and "Lumon" crossed paths. Maybe Lumon identified something about Mark and/or Gemma from their blood samples.
