Maomao has feelings for Jinshi, but she is trying to ignore them. That made the Madame frustrated. Joka was basically telling Maomao that she understands that the reason Maomao is hesitant is because she cannot imagine that Jinshi actually has real feelings for her. That's why she mentioned men, especially men in power, being fickle. She knows that Maomao has feelings for Jinshi, but also knows why Maomao is trying her best to avoid her feelings. That's my interpretation, at least.

I felt like the scene with Maomao and Joka was Joka essentially warning Maomao to not keep taking Jinshi for granted. The Madame was frustrated by Maomao’s behaviour for acting so aloof towards him, and the scene with the drawing was to show how Maomao’s lack of self awareness / denial

Here, they actually realize that Maomao has feelings for Jinshi because she’s so joyful and relaxed around him, but it’s not as obvious in the anime compared to Novel. They also know that the man she’s describing isn’t her real type.
