This video suggests Jellico is the worst captain in Starfleet.  I'm not sure I agree, but it was a pretty informative and funny video at times.

Starfleet's WORST Captain?! - Edward Jellico - Star Trek Explained

Why, I ask you, did we call this video “Starfleet’s WORST captain?” My own personal answer to that question - as I’m sure a chunk of you will agree - is “We aren’t. We’re talking about the WORST Starship Captain in STAR TREK HISTORY, and we’re talking about him because he is returning to the Star Trek Universe in 2022. ⭐ Support our channel! https://www.youtube.com/TrekCentral/join Fan of Star Trek and like our content? I too doubt Jellico was the worst captain. He was abrasive and the new guy but he was what looked to me as a very senior captain. He was placed there not for his winning personality but because of his experience with the Cardassians. Yes Geordi had concerns about personnel management but it was Ryker's duty to support the captain. So things were tightening up, they were supposedly an elite crew. Ryker should of been encouraging the crew not dragging his feet. With better writing I would compare Jellico with the character Frank Ramsey from Crimson Tide. And like the movie both of them were right and both of them were wrong. It was their failure to work out their differences.

Personally, I think he was exactly what the Enterprise needed at that point in time. Jellico is a military commander. Picard very much isn't. But then the Enterprise is the flagship of the fleet; crewed by the best of the best. With all of the issues and idiosyncrasies such people usually have. It's easy to give highly conscientious people some extra leeway. They tend to perform even better with looser reigns. Not so much for the rank and file. Jellico is probably relegated to patrol duties and dealing with the average crewman. He needs to be on top form to keep his people alert during long boring patrols.

That's actually a really interesting and compelling point. As the flagship of Starfleet, Picard is probably used to getting the very best of the best personnel to crew his ship. The majority are probably people not only with incredible service records, but the most qualified, the most highly educated, and the most experienced folks who likely have had long careers in Starfleet already. The "new" officers he gets out of the Academy are probably the very top of the class. Those types of people would require very different "management" than perhaps an average crewmember. Maybe Jellico's command style would work best with a more average crew. And you're probably right, the Enterprise likely gets the best missions too. You also need to take into account that the Cairo is actually likely an old ship that has almost certainly had several captains, refits, and crews over its service life, whereas the Enterprise is a state-of-the-art ship, a brand new class that Picard took command of right after it rolled off the factory floor. The vast majority of Picard's crew are probably the original crew members that started with him. There are lot of reasons why Picard's style probably works better than Jellico's in the case of the Enterprise. You have to wonder if Picard's style on a ship like the Cairo would be a huge failure.
