Remember that no sane person in the fire nation wants to kill Aang. They dont want him to be reborn, which would set back their hunt to the beginning. Zuko knows this. He never wanted to kill the Avatar.

Kill him?? Zuko has always had the same goal. To capture Aang and bring him back to the Fire Nation to restore his honor and return to his home.

Katara got so strong so quickly. Imagine if Aang was actually taking his training seriously. As Kayla said Zuko doesn't want to kill Aang or hand him over to Zhao so he can regain his honour. The Fire Nation doesn't want to kill Aang because the Avatar will resurrect again into another tribe which they would have to go and find again. Since it repeats in order between the elements then Roku was Fire, Aang Air so would either be water or earth next, I can't remember the order. Basically it would be a pain for them to kill him

its water, the opening title does the sequence in order starting from water, then also we know legend of korra takes place after this.
