I think these couple of episodes are where the show really starts to pop off. It's funny that you mentioned Pokemon as that is somewhat what I was thinking of earlier in the season when you said about Zuko popping up in every episode (like Team Rocket). Like a lot of shows the first act is about building up the characters so they can go crazy later on and we care about what is going on even more

season 1 and 2 actually have 20 episodes and season 3 has 21. Netflix lumped some of the multiple part episodes into one.
