The confusion about how some parts of the world works is completely normal. It's partly on purpose, as there'll be more info in future episodes. But there's also some bonus info and extra content available in the manga, which explains and expands upon all the little details and weirdness happening, especially regarding devils. But then there's other stuff which doesn't have much deeper reasoning behind it. The sorcerers masks for example are specially crafted uniquely for each sorcerer by a devil. They boost the sorcerers capabilities and enhance their magic. Why? How? Devil magic. That's just how it works. Devils are essentially omnipotent, they can just do that. Why would devils help sorcerers like that? Well they like to be worshipped and receiving gifts but they might also just be bored and killing time. They're extremely moody, extremely powerful creatures with nothing to do but fucking around. Devils are also really into pranking/torturing people, as seen in the ending with Chidaruma, the devil in the blue sweater we've seen a few times by now, pretending to lie dead in an elevator inside En's mansion. Just bored and doing whatever for the love of the game.
