This week, I ran into a frustrating—but important—situation with my town clerk. I was told I couldn’t license my service dog (town dog license) without providing official paperwork. If you’ve been around service dog laws at all, your eyebrows might be up already. Because guess what? That’s not what the law says.

In this video, I’m sharing the entire story—what happened, how I researched the actual Connecticut statute (spoiler: the one you find online isn’t always the right one), and how I approached the situation calmly and kindly to not only solve the issue for myself, but help make it easier for the next service dog handler who comes along.

Whether you're new to service dogs or a seasoned handler, this is a reminder of why knowing your rights—and how to assert them—is so important for all of us.

They Refused to License My Service Dog?! Know Your Rights!

They told me I couldn’t license my service dog without official paperwork… but that’s not what the law says. In this video, I walk you through a recent issue I had with my town when I tried to license my service dog in Connecticut. I was told I needed to submit paperwork proving he was a service animal—something that’s not required under the law. What followed was a mix of stress, research, legal digging, and a surprising conversation with the town clerk. I’ll show you how I handled it, what the law actually says (including the updated statute), and why standing up for your rights matters—not just for you, but for the entire service dog community. ✅ What to do when your rights are challenged 🤝 Why kindness + knowledge is a powerful combo 💬 Plus, a real-world example of ADA vs. personal service dog standards If you’re new to service dogs or just want to feel more confident navigating the legality of service dogs, this one’s for you. 🔗 Resources + full law text linked in the description. 🦮 Service Dog 101 Course: https://courses.doggyu.com/p/service-dog-101 4:53 Service Dog Training Pathway: https://youtu.be/3T8Ej_UEK0Y?si=JesHKzQUsjC2xUUW My FREE and Low-Cost Training Resources 👇: 🦮 Service Dog 101 Course: https://courses.doggyu.com/p/service-dog-101 🐕‍🦺 Behavior Interruptions & Alerts Course: https://courses.doggyu.com/p/bia 👉🏽 Sign Up For my FREE Dog Training Foundations Mini-Course: https://www.doggyu.com/ 🎉 JOIN the DOGGY•U Community! This brings up something I have been wanting to understand better. I know the two questions that businesses can ask. I am fine with answering them. My question is, do you have to state every task that the dog is trained to do? How specific do you need to be? Like my SD does DPT to lower my heart rate because I have POTS. Or do I just say he does DPT. I hope this question makes sense. Thanks for all you do. Hi CoolWhip. I miss seeing you cutie.

The paperwork they are asking for, is it a service dog certification? In my state it's different, a bit easier. But I have heard that a certification on paper isn't usually needed. I have one , but just wondering what they were asking for in the paperwork.

I sometimes get surprised by the question, usually I'm focused on something else and we are in a pet friendly location when it happens. My diagnoses are privacy protected health info, as are everyone's, so I say Deep Pressure and Grounding. These are the dog tasks. I had to practice the reply, it's not normal conversation.

Hmm, I never thought to check to see if my state dog license fee is waived for SD. I will keep that in mind at renewal.

Super timely and helpful! Thank you for being so aware of the effect on the next team that comes along.

You are lucky, in my state you do have to have certification ("or other means" but usually certification as they wouldn't accept a training log) to get the free county tag.

Statutes can be changed, as they were in CT just last year. Maybe it's worth looking into how you can be a part of systemic change in your state!

I'm sure they have no idea what paperwork is required. I had asked last year with Whip and they didn't have a solid answer.

I also remember having a hard time with my last service dog. I proceeded to call the disability rights group, in my area. They made a phone call to the town clerks office. They asked them if they needed to have a formal training session on where they were going wrong , by refusing to license my animal. Then I got a phone call, that was extremely apologetic , telling me, I could come down and get my dog licensed as a service animal.
