I bet that Axel has been slow to take what is his by conquest because of all the shit he has to deal with after obtaining Daenerys' surrender...even if he honoured his promise to Dany about only punishing the rebel Crownland lords themselves and not their heirs and families like too, he isn't stupid enough to not emphasize to those he's sparing that they are on thin ice and ANY trouble from them will see him eradicate their bloodlines from existence. That and having to make it clear to his court and his women what his stance on Dany is and how he won't allow any actions against her. And his plans to put the last Targaryen daughter to work healing the sick, crippled and injured. Also? Missandrei is really too good for the world, especially offering to share in paying any physical...reparations...her mistress owes the crown. The fact Axel is a studly fellow and far more compassionate than other kings or lords would have been is just icing on the cake 😉

If I were in Axel's position, the bannermen of those lords would be marched forth to the Wall and be made to be the frontline of the defense. Facing an army of dead ought to cure them of any mutinous thoughts real quick.

So I guess House Targaryen is about to return to being lords of Dragonstone. If she is not going to be made one of his queens, that's an option. As long as she very publicly, and in front of all the lords paramount as well as all the crownlands' lords and representatives of the fait, renounces any claim House Targaryen might have to the throne and the crown in all perpetuity.
